Career Center of Lowell
The Career Center of Lowell is part of the Massachusetts One-Stop Career Center system. The Career Center operates under the direction of the City of Lowell and is chartered by the Greater Lowell Workforce Development Board. Through this model, local employment and training services have been consolidated to build a strong workforce development system.
Serving the communities of Billerica, Chelmsford, Dracut, Dunstable, Lowell, Tewskbury, Tyngsborough and Westford.
Chelmsford Business Association
The Chelmsford Business Association (CBA) is a group of nearly 300 member businesses that operate in the Town of Chelmsford. The organization of the Association includes officers and a Board of Directors. It was established in 1990 by a core of commerce minded citizens who were concerned with the many issues of owning and operating a business in the town of Chelmsford.
They saw the importance of having a strong representation and a good working relationship with town officials. Tax classification or the establishment of a separate higher tax rate for business property, has been a major focus of the association. Over the life of the association, the board has worked diligently with town officials to reduce the differential between business and residential tax rate. The CBA was successful in abolishing a split tax rate until this year.
Greater Lowell Chamber of Commerce

Greater Lowell Workforce Investment Board
The Greater Lowell Workforce Development Board is a private non-profit organization consisting of private business representatives, educational leaders, labor groups, community based organizations, local and state agencies, economic and other partners. The Board works in concert with business, education, labor and other agencies dedicated to improving and promoting economic sufficiency for residents of Greater Lowell. Many of these services can be found at the Career Center of Lowell.
MassDevelopment, the state’s economic development and finance agency, works with businesses, nonprofits, financial institutions, and communities to stimulate economic growth across the Commonwealth. Through these collaborations we help create jobs, increase the number of housing units, revitalize urban environments, and address factors limiting economic growth including transportation, energy, and infrastructure deficiencies.
MassEcon’s statewide Site Finder Service is an economic development resource for companies seeking a Massachusetts location where they may to expand or relocate. MassEcon works cooperatively with real estate brokers, site location consultants, and state, regional, and local economic development officials to enable companies and their exclusive agents to access property information that matches their real estate needs. The service covers all regions of the state and serves a broad range of industry sectors.
The Massachusetts Biotechnology Council
Chelmsford maintains a silver rating of bio-technology status and is striving for a higher level. The Massachusetts Biotechnology Council is an association of more than 600 biotechnology companies, universities, academic institutions and others dedicated to advancing cutting edge research. We are the leading advocate for the Bay State’s world premier life sciences cluster.
The Massachusetts Office of Business Development
The Massachusetts Office of Business Development (MOBD) helps businesses relocating to Massachusetts and businesses wishing to expand their current operations here. Our staff operates in regions across the state, so we are able to provide you with on-the- ground knowledge and viable connections for your business. We work closely with the private and public sectors to coordinate a whole range of resources at your disposal.
The Northern Middlesex Council of Governments
NMCOG is a public agency governed by a policy board comprised of local elected officials from the City of Lowell, Massachusetts, and the eight surrounding towns of Billerica, Chelmsford, Dracut, Dunstable, Pepperell, Tewksbury, Tyngsborough, and Westford. NMCOG provides comprehensive planning services to its member communities in transportation, economic development, land use, housing, environmental protection, public safety, public health, geographic information systems, and historic preservation.
Middlesex 3 Coalition
The Coalition is a 501 (c) (6) Massachusetts non-profit corporation with community and business partners who share common goals of fostering economic development, job growth and retention, diversification of the tax base and enhancement of quality of life in the region. The Coalition region includes the participating communities of Bedford, Billerica, Burlington, Chelmsford, Lowell, Tewksbury, Tyngsborough, and Westford Massachusetts.
Welcome to the Northeast Massachusetts SCORE Chapter
The SCORE Northeast Massachusetts Chapter serves Essex, Northern Middlesex, and parts of Northern Suffolk counties. We offer a unique form of team counseling to provide our clients with a broad range of expertise and experience. Each session follows a proven methodology which make clients feel at ease, determines relevant problems, opportunities or questions and then leverages many years of successful business experience to craft a plan of action.
We have over 40 counselors in the Chapter who provide counseling in multiple branches, conveniently located close to our clients. The locations of the branches, the counseling schedule and the contact information to schedule a counseling session can be found on the “Our Locations” page.

Massachusetts It’s All Here is the blog of the Commonwealth Marketing Office at the Massachusetts Marketing Partnership (MMP), which was created by the state legislature in 2010 in order to “coordinate marketing efforts on behalf of the commonwealth and oversee the activities of the agencies placed within it.” The purpose of MMP is to promote the state as a globally competitive, opportunity-rich place in which to live, work, visit, study, start a business or grow a business.
