CHELMSFORD — Town Meeting on Thursday approved a zoning change to allow drive-thru windows by special permit in parts of the Route 129 Business Amenity Overlay District.
The article, as amended to restrict the number of drive-thrus allowed, passed 105-23 after more than an hour of debate.
